The Hellenic Gaming Commission (HGC), known in Greek as the ΕΕΕΠ (Επιτροπή Εποπτείας και Ελέγχου Παιγνίων), is the sole regulator of gambling and betting activity in Greece. It licenses and supervises operators, affiliates and suppliers, and actively enforces against unlicensed activity targeting the Greek market.

What types of gaming licence exist in Greece?+

The Greek framework distinguishes between an operator licence for businesses offering betting and casino products directly to Greek customers, an Affiliate Suitability Licence for businesses that promote or market licensed operators, and licensing/certification requirements for manufacturers and suppliers of gaming software, RNG and gaming management systems. Each category carries its own application process and ongoing obligations.

Can an offshore or EU operator accept bets from Greek customers without a Greek licence?+
